On 12 May 2008, the Minister of Environment of the Republic of Lithuania by his Order No. D1-248 (official gazette Valstybės Žinios, 2008, No. 58-2185) approved Construction Technical Regulation STR 2.09.04:2008 “Capacity of the Building Heating System. Heat Needed for Heating Purposes“ (hereinafter referred to as the “Technical Regulation“).

      The Technical Regulation is applicable to making of the design of heating systems of a building and its premises. This Regulation sets forth requirements for the capacity of the heating system of a building and its premises, for the procedure of calculation of annual and monthly (for individual months) demand for heat.

      The Technical Regulation gives rules and formulae for calculation of the following parameters:

      (i) capacity of the heating system of a building;

      (ii) estimated demand for heat for heating of a building and premises (including demand for heat for heating of a room or another space during a month, average monthly supply of heat from solar radiation and internal sources of heat; estimated demand for heat for heating purposes per month, when the control of the temperature set for premises is designed in the heating system, estimated demand for heat for heating of a building);

      (iii) dimensions of the premises in the building;

      (iv) temperature of non-heated premises.

      This order of the Minister of Environment also invalidated Construction Technical Regulation STR 2.09.04:2002 “Capacity of the Building Heating System. Energy Consumption for Heating Purposes“ and Construction Technical Regulation STR 2.09.04:2000 “Capacity of the Building Heating System. Heat Consumption“.
