Hiya, I was wondering if anyone knows who has the copyright for legal acts of Lithuanian Government - such as Telecommunication Act or Law on Electronic Signature? Thanks in advance for your information.

As i know copyright is not applied to official/legal acts. You can refer to Law on Copyright and Related Rights. To be concrete - check out article Nr. 5:
"Article 5. Works not Attributed to the Subject Matter of Copyright
1. Copyright shall not apply to:
.............................
2) legal acts, official documents texts of administrative, legal or regulative nature (decisions, rulings, regulations, standard acts, territorial planning and other official documents), as well as official translations thereof;"
