Others have not the force of right.

The Constitutional Court of the Republic of Lithuania holds that
they must be in compliance not only with the Constitution but also with the laws
(Ruling of 17 of October 1995).
Incidentally, non-ratified signed international treaties in Lithuania are named just international treaties of the Republic of Lithuania or international treaties commonly.

Since judgments of the Constitutional Court don't have the retroactive power, non-ratified international treaties that were adopted by Lithuanian governmental bodies (Parliament - Seimas, Government) before the ruling of the Constitutional Court of 17 of October 1995 have the power of laws. In fact, they enjoy even higher power, since they have priority over domestic laws. As examples may be mentioned CMR, CISG.
Yet non-ratified international treaties that were adopted in Lithuania after the said ruling of the Constitutional Court are, indeed, only at the level lower than laws, but higher than decrees of the Government. In fact, Lithuanian laws forbid the Governmentor its bodies to enter into international treaties that impose some obligatory provisions of non-executive origin. So, existence of such non-ratified treaties only hipothetic.

Vilenas Vadapalas. Tarptautine teise. 1998 p.57:
"ratifikavimo nereikalaujančių įsigaliojusių LR tarptautinių sutarčių teisinė galia yra žemesnė už įstatymų teisinę galią ir prilygsta Vyriausybės nutarimų teisinei galiai; LR tarptautinės sutartys, nereikalaujančios ratofikacijos, bet įsugaliojusios iki tol, kol įsigaliojo Konstitucija, turi įstatymo galią. Jos tokią galią išsaugo ir po Konstitucijos įsigaliojimo"

Isn't it an extract in which the rulling of the Constitutional Court was cited?

Not ratified treaties have the power of the laws, but not such treaties, which were adpted before the ruling of Constitutional Court 1995, but those ones, which were adopted before 1992(coming into force of the constitution). Constitution said, that only ratified treaties have the power of the laws. Before 1992, we have to look at the Law of international treaties(1991) - it was said there, that all treaties have the power of the laws. So, naturally, those non-ratified treaties, which were adopted before1992, have the power of the laws.
